Update: Guido's finger points to Lord Levy - a far more likely candidate than Prescott, whose sole property knowledge is Council Tax avoidance...

either that, or it looks like some lazy hack has just done as much 'research' as a certain blogger (one who has a day job to do and didn't have the time to follow the lead properly, so threw out a short piece slinging some mud) and has jumped to the same conclusions, but added the name of prescott in 'cos a human face always makes a story easier for readers to accept and follow. You should've linked to the newspaper story, rather than the BBC's government rebuttal story in which prescott states
"I passed it over to Croydon and City of London Corporation. They made the decision, not me"
thus giving the lie to the story (it would be ludicrously easy to check where the final decision for those developments was made, therefore I reckon Prezza's telling the truth 'cos he'd be found out in an instant if he wasn't).
Also, it's easy to believe that he didn't know about the loans since he seems to not know an awful lot
ps you were right in comments section of the "so capita story's hotting up" post, it is worth checking out, it's just worth doing proper research on otherwise all that'll happen is a vague taint of sleaze attaching itself to labour and people getting bored with the story, rather than strong and direct links being made to those genuinely responsible
