I think it's a worry that I keep being reminded of the early Hitler years when reading about our government's tactics..

They refuse to give their estimate of the cost because, they argue, if IT firms knew how big the budget was, none of them would bid any less.
Unless, you might think, they feared someone else would underbid them. But this sophisticated notion has apparently not occurred to the wizards who work in the Home Office.
It's back to the old question: is it incompetence or mendacity that drives New labour?
I bid for a public contract last year that told us how much they had to spend (about £60,000 more than I thought that we could do the job for, as it happens) so I came about £8,000 under.

...and it's back to the old answer. It's both.
The sane way round would be -
1) What do we want?
2) Write a spec
3) Invite bids
4) Assess bids - with a bid contract you might want to narrow it down to a few, and then invite a really detailled study. At their expense.
5) Pop over to the Commons - "We have received the following detailled bids.... We are picking this one for these reasons."
Stesp 1-4 should involve spending virtually no government money. So, you do that *before* you announce your policy.
The creepy part is when you lose your ID or passport, as happened to two friends of ours who were robbed on separate occasions in Amsterdam, where it is a criminal offence not to have valid ID. There, those who don't have any are rounded up and kept in prison without trial till they are eventually deported even if they are EU citizens.
